In a move aimed at fostering better integration of foreigners into society, Japan is set to introduce a mandatory program focused on Japanese language and lifestyle education for those seeking long-term visas or permanent residency. This initiative, which is also proposed to be a factor in evaluating applicants for Japanese citizenship, is part of a broader effort to enhance understanding of Japan’s language, laws, customs, and everyday life among foreign residents.

The Japanese authorities plan to have the program’s structure and an online verification system ready by fiscal 2027, with a trial phase anticipated to start the following year. Primarily targeting individuals intending to reside in Japan for the medium to long term, the program will offer flexible learning modules. These modules will cover various topics crucial to daily life in Japan, including parenting, education, healthcare, and care for the elderly. An online version is also being developed to allow future migrants to commence their learning journey even before setting foot in Japan.

Additionally, the government is considering setting minimum Japanese language proficiency standards as a requirement for permanent residency and citizenship applications before the full rollout of the program. This step underscores the importance placed on language skills as a means to facilitate smoother adaptation and participation in Japanese society.
